Reaching the first mastery level with Pain unlocks Almighty Push, a Rinnegan ability. Konan is Pain's direct lieutenant so this makes sense and has unique jutsus herself. He's not unlocked at the start of the game, but the method to unlocking him is pretty easy: players must reach the second mastery level with Konan. The easiest master to learn Rinnegan jutsus from is Pain, ostensibly the strongest member of the Akatsuki and their leader. Once players equip a jutsu that requires the Rinnegan, their custom character can officially have the Rinnegan eyes, either one or two depending on their other jutsus. Plus, even though it's an evolution of the Sharingan, players don't have to unlock the Sharingan in Shinobi Strikers to unlock the Rinnegan. After all, there are few characters in the show that ever mastered the power of the Rinnegan. There are several of these and they are scattered around a few different ninja masters, but fortunately not that many.
